Jewish World Watch, in coalition with 57 other human rights organizations, sent<\/span> <a class=\"_e75a791d-denali-editor-page-rtfLink\" href=\"https:\/\/www.refugeesinternational.org\/reports\/2020\/7\/16\/myanmar-organizations-push-secretary-pompeo-to-make-a-genocide-determination\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-preserver-spaces=\"true\">a petition<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;on July 16 to U.S. Secretary of State Mike Pompeo, calling upon the U.S. government to urgently issue a genocide determination in the case of the Rohingya.&nbsp;<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The United States has tiptoed around this issue for far too long, failing to exhibit the kind of moral leadership such egregious and ongoing violations demand. The United Nations has warned repeatedly that the Rohingya remain under serious risk of genocide at the hands of a government that \u201ccontinues to harbor genocidal intent.\u201d Rohingya inside Myanmar \u2014 who face not only full-fledged apartheid, but also ongoing armed conflict \u2014 continue to<\/span> <a class=\"_e75a791d-denali-editor-page-rtfLink\" href=\"https:\/\/www.voanews.com\/east-asia-pacific\/myanmar-military-kills-civilians-indiscriminate-attacks-amnesty-says\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-preserver-spaces=\"true\">flee for their lives<\/span><\/a><span data-preserver-spaces=\"true\">. The Trump Administration must not stand idly by in the face of such a threat to human dignity and life. The global pandemic has rendered the Rohingya inside Myanmar, as well as the more than 1 million Rohingya refugees in camps in neighboring Bangladesh,<\/span> <a class=\"_e75a791d-denali-editor-page-rtfLink\" href=\"https:\/\/jww.org\/spotlight-article\/covid-19-reaches-rohingya-refugee-camps\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-preserver-spaces=\"true\">even more vulnerable<\/span><\/a><span data-preserver-spaces=\"true\">. We must step up as a nation to ensure that these survivors and what happened to them are not forgotten.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">This week\u2019s State Department petition, organized by Refugees International and signed by many international as well as Rohingya-led organizations, urges the U.S. Department of State to \u201cpublicly determine that the state of Myanmar has committed genocide and crimes against humanity against the Rohingya people\u201d given that the \u201cevidence of genocide and crimes against humanity is clear and convincing and has been amply documented.\u201d&nbsp;<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">While the Rohingya have been persecuted for decades, the \u201cclearance operations\u201d unleashed by the Myanmar military (or Tatmadaw) on August 25, 2017 left tens of thousands of Rohingya raped and murdered, and entire villages pillaged and burned to the ground. The crackdown \u2014 the culmination of a carefully calculated and long-developing genocidal plan against the Rohingya \u2014 also triggered a mass exodus of over 750,000 people to neighboring Bangladesh. Today, nearly 1 million Rohingya remain in Bangladesh, living in sprawling, squalid camps \u2014 60 percent of them children.&nbsp;<\/span><\/p>\n<div id=\"attachment_23431\" style=\"width: 810px\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" aria-describedby=\"caption-attachment-23431\" class=\"wp-image-23431\" src=\"https:\/\/jww.org\/wp-content\/uploads\/2019\/08\/rohingya-2-year-update-group1400-1-1024x682.jpg\" alt=\"Rohingya Children\" width=\"800\" height=\"533\" srcset=\"https:\/\/jww.org\/site\/wp-content\/uploads\/2019\/08\/rohingya-2-year-update-group1400-1-1024x682.jpg 1024w, https:\/\/jww.org\/site\/wp-content\/uploads\/2019\/08\/rohingya-2-year-update-group1400-1-300x200.jpg 300w, https:\/\/jww.org\/site\/wp-content\/uploads\/2019\/08\/rohingya-2-year-update-group1400-1-768x512.jpg 768w, https:\/\/jww.org\/site\/wp-content\/uploads\/2019\/08\/rohingya-2-year-update-group1400-1.jpg 1400w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-23431\" class=\"wp-caption-text\">The majority of Rohingya survivors are women and children.<\/p><\/div>\n<p><span data-preserver-spaces=\"true\">Jewish World Watch was one of the first organizations to provide an&nbsp;<\/span><a class=\"_e75a791d-denali-editor-page-rtfLink\" href=\"https:\/\/jww.org\/conflict-areas\/rohingya\/why-the-rohingya-crisis-is-a-genocide\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-preserver-spaces=\"true\">analysis<\/span><\/a><span data-preserver-spaces=\"true\"> as to why the atrocities perpetrated against the Rohingya qualify as genocide, and we have called upon the U.S. government<\/span> <a class=\"_e75a791d-denali-editor-page-rtfLink\" href=\"https:\/\/jww.org\/conflict-areas\/rohingya\/why-the-u-s-should-label-myanmar-militarys-actions-genocide\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-preserver-spaces=\"true\">many times<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;to make the same determination. In August 2018, a UN panel issued a report presenting credible evidence that genocide took place in Rakhine State. Multiple reputable institutions have corroborated the finding of genocide, including&nbsp;<\/span><a class=\"_e75a791d-denali-editor-page-rtfLink\" href=\"https:\/\/www.fortifyrights.org\/downloads\/Fortify_Rights_Long_Swords_July_2018.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-preserver-spaces=\"true\">Fortify Rights<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;and the&nbsp;<\/span><a class=\"_e75a791d-denali-editor-page-rtfLink\" href=\"https:\/\/www.ushmm.org\/information\/press\/press-releases\/museum-finds-compelling-evidence-genocide-was-committed-against-rohingya-wa\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-preserver-spaces=\"true\">U.S. Holocaust Memorial Museum<\/span><\/a><span data-preserver-spaces=\"true\">. This finding was also echoed by the&nbsp;<\/span><a class=\"_e75a791d-denali-editor-page-rtfLink\" href=\"https:\/\/www.aljazeera.com\/news\/2018\/12\/law-firm-myanmar-committed-genocide-rohingya-181204042107254.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-preserver-spaces=\"true\">Public International Law and Policy Group<\/span><\/a><span data-preserver-spaces=\"true\"> \u2014 the entity commissioned by the State Department to conduct its analysis on what transpired in Myanmar beginning in August of 2017. On December 13, 2018, the<\/span> <a class=\"_e75a791d-denali-editor-page-rtfLink\" href=\"https:\/\/jww.org\/conflict-areas\/rohingya\/house-calls-myanmar-militarys-actions-against-rohingya-genocide\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-preserver-spaces=\"true\">House of Representatives<\/span><\/a><span data-preserver-spaces=\"true\"> even declared the Rohingya crisis a genocide with the near-unanimous passage of H.Res. 1091. Still, the Trump Administration has refrained from using the \u201cg\u201d word, instead opting to use the term \u201cethnic cleansing.\u201d Ethnic cleansing does not exist as a crime under international law and does not include the \u201cintent to destroy\u201d a group of people simply because of who they are or what they believe \u2014 the key ingredient that sets genocide apart from all other crimes.&nbsp;<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">Why it matters<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">COVID-19 is preoccupying the world, and international attention for other critical issues has begun to wane. Now is the time to properly recognize the scale and severity of the atrocities committed against the Rohingya. We must trigger a global response proportionate to such a designation. Other processes are currently underway to get at the heart of what the Rohingya have endured \u2014 including a dispute before the&nbsp;<\/span><a class=\"_e75a791d-denali-editor-page-rtfLink\" href=\"https:\/\/jww.org\/conflict-areas\/rohingya\/icj-orders-action-from-myanmar\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-preserver-spaces=\"true\">International Court of Justice<\/span><\/a><span data-preserver-spaces=\"true\"> on whether Myanmar violated the Genocide Convention. The United States, as a global leader on these issues, must take a stand to show the world that it will not tolerate impunity in the face of such atrocities. The disease has touched down in the camps, placing thousands of lives at grave risk.
